CADTP
The California Association of DUI Treatment Programs (CADTP) is a non-profit SUD Counselor Certification Agency that provides certification and accreditation services for substance use disorder counselors and related professionals in California. CADTP’s mission is to promote public safety, health, and welfare by ensuring that substance use disorder counselors meet the highest standards of education, training, and ethical conduct.

Wholehearted
Wholehearted.org is serving as the producer and publisher of the CADTP DUI MAT Outreach Programs. Wholehearted independently produces and distributes mental health and addiction recovery content that features some of the most influential thought leaders in the medical and counseling professions. Collaboratively alongside organizations like CADTP, Wholehearted aims to give platform to some of the most influential ideas in mental health so that for anyone seeking self-improvement, healing and education are within arm’s reach.

Barbara Aday-Garcia
CADTP Executive Director
Barbara Aday-Garcia has managed some of California’s most impactful programs that combat drug addiction and substance- impaired driving, with the goal of putting a stop to preventable drug-related deaths. She is the founder of AG Management Consulting, which provides a variety of services to meet the business needs of California’s SUD and DUI Treatment Programs. Her efforts have helped fund, regulate, and supervise numerous projects and programs that have made California a safer place for drivers, people struggling with drug addictions, and their loved ones.
Mark Stodola
APPA Probation Fellow
As a National Highway Traffic Safety Administration (NHTSA) Probation Fellow, Mr. Stodola brings over 30 years of experience working in the field of court management and adult probation in Arizona. Mark worked at the Maricopa County Adult Probation Department for 18 years, overseeing drug and alcohol treatment programs, problem-solving courts, and services for the mentally ill. He later became the Court Administrator of the Tempe Municipal Court where he served for eight years. Most recently, Mark served as Program Services Manager in the Adult Probation Services Division of the Arizona Supreme Court, where he had oversight of treatment programs for Arizona’s Adult Probation Departments.
Dr. Joe Sepulveda
MD, ABPN, FAPA, FASAM
Dr. Sepulveda is a psychiatry specialist in San Diego, CA with over 14 years of experience in the medical field. He uses his extensive knowledge of psychotic disorders, addiction, and substance abuse to teach and oversee the Family Health Centers of San Diego (FHCSD) Psychiatric Nurse Practitioner Program. He also founded a Medically Assisted Treatment (MAT) program in San Diego and is extremely active in various educational and psychiatric organizations.
James “Diego” Rogers
PsyD
Dr. Rogers is the Chief Operating Officer of CRF Behavioral Healthcare. He is also a professor at UCSD health sciences and a part-time lecturer at San Diego State University. Dr. Rogers has over 25 years of experience creating, developing, and implementing community-based, trauma-informed specialty behavioral health programs that utilize Bio-Psychosocial Rehabilitation and Recovery philosophies. His programs are culturally competent and welcoming of individuals with co-occurring mental health and substance use disorders.
Funding
The DUI MAT Integration/Outreach Project is funded by the California Department of Health Care Services (DHCS), MAT Expansion Project, and the Substance Abuse and Mental Health Services Administration (SAMHSA).
Approximately 118,000 people enroll in DUI programs each year. Currently, there are no mechanisms in place to identify, assess, refer, and manage OUD/PolySUD in DUI treatment programs. This project has been developed to optimize DUI Programs to become new and effective access points for MAT and other treatment modalities. The data collected determines the population of OUD persons who can be reached through interaction with the DUI treatment system. Once completed, the program can be updated with best practices and launched to all California DUI programs.
This program has the potential to reduce DUI recidivism, increase public safety on the roadways, and help more people suffering from OUD and PolySUD.
